J. Keith Hutcheson
Keith is a Partner in the Arnett Carbis Toothman LLP's Health Care Services team and has almost thirty years of consulting and accounting experience.
Keith is experienced in many complex areas of Medicare reimbursement, including graduate medical education, Medicare Disproportionate share (DSH), Medicare bad debts, Sole Community and Medicare Dependant Designations, wage Index, Provider-based Physician billing and other areas of significant Medicare and Medicaid reimbursement. His experience in health care also includes hospitals, Critical Access Hospitals, Psychiatric Hospitals, skilled nursing facilities, home health agencies and other facilities requiring audit by Center for Medicare and Medicaid Services (CMS).
Keith was the project director for the State of Georgia Institutions restructuring project. He has been heavily involved in upper payment limit calculations in Georgia and other states. He has an excellent understanding of all current Medicare regulations. He also fully understands several state Medicaid payment systems.
He has been working with Critical Access Hospitals since the inception of the Medicare EACH/PRCH Program that preceded the CAH program. He fully understands the concepts of the cost report and how to maximize reimbursement through proper cost allocation and the proper matching of revenues and expenses. He has prepared numerous cost report appeals, exemption and exception requests and reopenings for hospitals, skilled nursing facilities and home health agencies. He has spoken on numerous occasions to groups of Hospitals, nursing homes and even other CPA firms on cost reporting and reimbursement issues.
Keith is a graduate of Marshall University, Huntington, West Virginia with a Bachelor of Business Administration and a major in accounting. He is a Certified Public Accountant in West Virginia and is a member of the West Virginia Society of Certified Public Accountants (WVSCPAs), the American Institute of Certified Public Accountants (AICPA) and the Charleston Chapter of the West Virginia Society of Certified Public Accountants. Keith is a member of the West Virginia Chapter of the Healthcare Financial Management Association.
