David is a Partner and serves as the Chief Operating Officer of Arnett Carbis Toothman LLP. Prior to his current position, he was a partner in the Firm’s Financial Institutions Services Group, and still an active participant in the Firm’s Accounting and Auditing function. He has over 38 years of varied auditing, accounting, and consulting experience.
David’s background includes serving in various capacities on audits of financial institutions and commercial entities. In addition, he has provided various advisory services to financial institutions, including assistance with filings required by regulatory agencies in regard to mergers and/or acquisitions, assistance with periodic reporting, and holding company regulatory reporting. He has assisted in establishing and organizing internal audit functions for several community banks. He has also provided extensive training assistance to various bank internal auditors throughout West Virginia. He has served as instructor or lecturer for seminars on financial institution accounting and auditing sponsored by the West Virginia Society of CPAs, the West Virginia Division of Banking, the West Virginia Bar Association, and several Bank Boards of Directors and Bank Executive Officers. David has extensive experience with various forensic accounting engagements relating to the financial institutions industry as well as other industries.
David graduated cum laude from West Virginia University in May 1980 with a Bachelor of Science degree in Business Administration with a concentration in accounting. He is a member of the American Institute of Certified Public Accountants, having served a term on the AICPA Council, and the West Virginia Society of Certified Public Accountants, where he served as the President of the Society in 2010 along with still serving in areas dealing with careers in accounting initiatives at the State and National level. He is also the past Chairman of the “MAP Committee,” “Committee for Cooperation with Financial Institutions,” “Recruiting and Opportunities Project Group,” the “Information Technology Project Group,” and is a past president of the Charleston Chapter of the West Virginia Society of Certified Public Accountants. David was honored in 2017 to receive the WV Society of CPAs Lifetime Achievement Award and in 2018 the WV Society of CPAs highest honor – the Distinguished Service Award – for his many years of dedicated service to the CPA profession of West Virginia. He recently served for six years as a Board Member on the WV Board of Accountancy with his term expiring June 2017. He serves on the Accounting Department Advisory Board for Marshall University and is the Chair of the Accounting Advisory Council for West Virginia
University. He has been a speaker to high school and college level groups on careers in accounting. He is a member of the CPA Firm Management Association and is a Past President of the Ohio Chapter. He is a Past President of the Appalachian Children’s Chorus and remains actively involved in other civic and community organizations.
